Prepare Early for Winter

Help with Winter Bills
Beginning in October each year, three King County agencies - Hopelink, CAMP - Central Area Motivation Program and the Multi-Service Center - administer the regional Energy Assistance Program, providing heating and other energy cost assistance to income-eligible area residents.
Designed to help offset high wintertime utility costs, the Energy Assistance Program does not require households to have disconnection notices or even overdue bills in order to be eligible. To apply for the program, clients must call the automated Energy Assistance Appointment Line to schedule an appointment at one of the three participating agencies, determined by ZIP code.

Severe Winter Shelter
Emergency shelters will be open on nights between October 1st and March 31st when weather meets the "severe weather" criteria (outlined below). For more information, contact: Survival Services staff Mary Flowers (206) 684-0231.

Severe Weather Criteria:
These criteria must be accompanied by a decision of the Survival Services Unit Manager to open the severe weather shelters.

  • temperatures at or below 32 degrees for one or more successive days, taking into account wind chill factor; OR
  • snow accumulation exceeding or expected to exceed .25 inches in depth; OR
  • two or more successive days of .50 inches of rainfall; AND
  • other conditions deemed severe enough to present a substantial threat to the life or health of homeless persons.

Co-ed Severe Weather Shelter, City Hall

  • Location: City Hall – 4th & Cherry
  • Type: Co-ed; men & women sheltered in separate areas of the building
  • Capacity: 75
  • Opens at 9pm. NOTE: It is important that participants do not arrive at the shelter before 8:30pm. People will be accepted at the shelter until capacity is reached from 9pm-1:30am.
  • Procedure: People may be referred by any service provider. Referral form to be presented upon entry is preferred, but not necessary.

Women’s Severe Weather Shelter

  • Location: Community room of the Frye Hotel
    at 3rd and Yesler
  • Type: Women Only
  • Capacity: 25 beds
  • Normal Hours: 8pm-7am

Prepare for Flu Season
The H1N1 (swine flu) virus is expected to make a resurgence this fall. A vaccine is being developed that will be recommended but not required for children. It may become available locally as soon as October, and it will be distributed widely. For more information,

Warm Clothes for the Homeless
Solid Ground - Retired & Senior Volunteer Program has volunteers, many who are homebound, knit or crochet handmade hats, scarves, mittens and baby items for homeless people in Seattle/King County. Finished clothing is given to shelters and agencies in the community. Agencies should enquire in October about application and distribution dates (usually November-December) every year.

WANTED: Holiday Program Information
In the next couple of weeks, staff from Crisis Clinic's 2-1-1 Community Information Line will be calling around to agencies to ask about Thanksgiving and Winter Holiday programs. Each year, 2-1-1 is flooded with calls asking for assistance with holiday groceries, meals and gifts from people in need.

a Holiday Specialist in the Resource Center.

2nd Chance Ministries is a new agency added to the Community Resources Online. They are a domestic violence transitional house, for single women with no children in their custody.

Wallingford Senior Center is closing on November 1st, 2009. Services are provided through the end of October. For more information, click here.

City of Bellevue - Utilities Tax Relief Program
The City of Bellevue's Tax Relief Program offers a year-end rebate of tax on utilities for low-income households in Bellevue. Applicants must meet income guidelines (total income in 2009 for a single person is $28,231 or less or $32,271 or less for married/co-tenant and can apply October 1 through November 27. Domestic Violence Awareness Events
During the month of October, Highline Community College hosts a variety of events geared toward education and healing activities for those who have been touched by domestic violence. The October month of events is sponsored by Highline Community College Women’s Programs in coordination with King County Coalition Against Domestic Violence. Arc of King County
Provides grants four times a year to people with developmental disabilities for necessities such as basic household furnishings, first-time rent and utility deposits, home safety and mobility devices such as fences, wheelchair ramps and hand rails, as well as assistive technology. Next grant deadline is October 31, 2009.

November Resource Highlights

Puget Sound Energy - Natural Gas/Electric Services
Offers winter disconnection moratorium from November 15 to March 15, allowing customers to avoid disconnection by setting up a bill payment plan. Customers must provide written notice of inability to pay within five business days of late notice (unless there are extenuating circumstances) and follow detailed application process. Customers with a verified medical emergency, including dependency on a life support system, may apply for a 30-day extension of current electric or natural gas bill.

Medicare Part D
Enrollment will only be open from November 15th through December 31st of each year and enrollees may change plans during this time.

Emergency Preparedness Fair
Tuesday, Oct. 20
Meadowbrook Community Center

The fair will feature a number of information booths as well as 9 skill-building workshops. There will be hands-on safety demonstrations for earthquake safety and how to store emergency supplies. The fair is also an opportunity to build a safety supply kit as you visit the different exhibitor tables. The fair runs from 10am-2pm. A free lunch will be provided from 11am-1pm.

Referendum 71 Debate Wednesday, Oct. 14,

Referendum 71 is a November ballot measure filed by opponents of same-sex partnerships. The event panel is still taking shape, but, considering the rancor around this issue, expect a balanced conversation including politicians, advocates and citizens from both sides of the issue.
